Western States
Contracting Alliance (WSCA)

The Western States Contracting Alliance (WSCA) Exit[www.wsca.ws] is an arm of the National Association of State Procurement Officials (NASPO), Inc., and is comprised of the 15 western state NASPO purchasing directors.  WSCA was established in 1993.

WSCA was established to create the means by which participating states may join together in cooperative multi-State contracting.  This approach helps states to achieve cost-effective and efficient acquisition of quality products and services.  Cooperative purchases are developed by member states.  WSCA maintains no vendor lists.

WSCA membership consists of the central procurement official that heads the state central procurement organization, (or a designee for that state), from Alaska, Arizona, California, Colorado, Hawaii, Idaho, Minnesota, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington and Wyoming.

Arizona's participation in WSCA

Arizona is a charter member of WSCA, since its inception in 1993. Arizona begin participating under WSCA Contracts in 2002 and has gone on to participate under numerous WSCA Contracts since.

As of the Summer of 2010 the NASPO Members and WSCA Directors authorized Arizona to lead the forthcoming NASPO/WSCA Software Value-Added Reseller (VAR) cooperative procurement. SPO is honored by the Director's confidence and look forward to the procurement.

While Arizona supports cooperative procurement and actively participates in NASPO and WSCA, SPO's participation under such contracts has been conservative and limited to those contracts determined to be necessary and in the State's best interest. SPO does not participate under all NASPO and WSCA Contracts. When SPO does determine it to be in the State's best interest to participate, SPO limits our participation to just those contracts that meet the State's needs and the needs of our customers. SPO pursues best value in our contracts, whether it be via cooperative procurement opportunities like WSCA or competed directly in Arizona.
